SIOUX FALLS, SD (KELO.com) – During Thursday’s stand-off with police, multiple less-lethal rounds were used. Sioux Falls Police Chief Jon Thum says there is a misconception among the general public that non-lethal force is 100% effective.
“I wish they were 100% effective all the time,” said Thum.
Thum says in an encounter like the fatal shooting of the suspect Elwood Dwyer, there are no winners because of how it impacts everyone involved.
Police had been attempting to negotiate his surrender, when Dwyer, 52, was fatally shot by a Sioux Falls Police Officer and a Minnehaha County Sheriff’s Deputy as he charged at law enforcement with a knife.
Dwyer is accused of savagely stabbing a 6-year-old boy, a 33-year-old woman, and a 70-year-old man.
The South Dakota Department of Criminal Investigation is investigating the shooting. Thum says he wants total transparency and cooperation with the investigation.
