ST. PAUL, Minn. (KFGO.com) – The Minnesota Court of Appeals has upheld the ruling that a murder defendant in Willmar is not competent to stand trial.
80-year-old Algene Vossen is accused of killing a woman in 1974.
A judge ruled he was incompetent to aid in his own defense last November. The Kandiyohi County Attorney and Attorney General Keith Ellison appealed that ruling.
Vossen was arrested for killing Mae Hermann. He was living in Sioux Falls and was linked to the murder through DNA.
