PIERRE, SD (KELO.com) — If you’re looking for an affordable college education, it pays to stay in South Dakota.  A survey by Forbes says South has the most affordable in the nation.  That’s based on information from two years ago.  South Dakota has frozen public college tuition rates for the last three years.
