There is no “grandfathering” so the rules apply to all unless they have already upgraded to an unrestricted adult driver’s license. The CDC says motor vehicle crashes are the number one killer of teens. According to South Dakota crash statistics, 12.6% of all crashes involved teen drivers in 2020.
