RAPID CITY, S.D. (KELO.com) – Western South Dakota residents are about to see their electric rates rise.
The Public Utilities Commission reduced a rate hike proposal from Black Hills Energy.
Still, the company’s base rates will increase by 21%, and total bills are expected to rise by more than 13%.
